This year marks the 80th anniversary of victory in World War II and the 80th anniversary of the founding of the United Nations. It is a special historical year for international relations and a crucial year for global governance. Amidst accelerating unprecedented changes, challenges to the UN and multilateralism, and a steadily widening global governance deficit, Chinese President Xi Jinping timely and solemnly launched the Global Governance Initiative to further contribute Chinese wisdom and solutions to strengthening and improving global governance, in line with the needs of the times and the aspirations of the people.
The Global Governance Initiative focuses on the pressing question of our times: "What system of global governance should we build and how to reform and improve global governance?" It adheres to the fundamental principles of the UN Charter, embodies a concept of global governance based on joint discussion, co-construction, and shared use, and promotes the construction of a more just and reasonable system of global governance and the joint movement toward a community of shared destiny for humanity. Its core concepts include the following:
Sovereign equality is the fundamental premise of global governance. All countries, regardless of size, power, wealth, or poverty, have an equal right to participate in international affairs. A situation of inequality in which a small number of countries monopolize global governance must not continue. The rule of international law is the fundamental guarantee of global governance. International law and international rules constitute a common standard that must be jointly developed, upheld, and implemented by all countries, without exception. Multilateralism is the primary path to global governance. Global governance addresses the immediate interests of each country and should be based on coordination and cooperation, not unilateral acts of intimidation. A human-centered approach is the value orientation of global governance. The primary goal of global governance is to realize the aspirations of people in all countries for a better life and to jointly build a world in which everyone can enjoy well-being and prosperity. A focus on action is an important principle of global governance. The viability of global governance stems from practice; its essence lies in action, and its success depends on results. It is necessary to address pressing issues that concern all countries, especially developing ones, based on current and long-term objectives.
These five principles clarify the principles, methods, and paths to follow in reforming and improving global governance. They align with the purposes and principles of the UN Charter and meet the shared aspirations of the overwhelming majority of countries. Reforming and improving global governance is not intended to destroy the existing world order, much less create something new. Rather, it is intended to make the current world order and international mechanisms more effective in response to changing circumstances and capable of addressing global challenges for the benefit of all countries, especially developing countries.
From jointly building a community with a shared future for humanity and implementing the Belt and Road Initiative to consistently advancing four global initiatives, Chinese President Xi Jinping, while assessing the international situation and upholding the spirit of the Celestial Empire, has provided the international community with important public goods and pointed the way for the future of humanity. The Global Development Initiative aims to promote international development cooperation; the Global Security Initiative aims to resolve international disputes through dialogue and consultation; the Global Civilizations Initiative strives to promote mutual learning and exchanges among civilizations; and the Global Governance Initiative aims to develop guidelines, principles, and paths for reforming the global governance system. Each of the four initiatives has its own priorities and can be implemented in parallel. Each will inject positive energy into a rapidly changing world and serve as a unique impetus for human progress.
Humanity has already become a community of shared destiny, where each individual is inseparable. Reforming and improving the global governance system, as well as responding to global challenges, require all countries to strengthen communication and cooperation, foster greater synergy, and jointly seek solutions to key issues in global governance. President Emomali Rahmon immediately expressed his full support for the global governance initiative put forward by President Xi Jinping, emphasizing that this initiative reflects the vision and responsibility of a world-class leader. China highly values this position. Tajikistan is also an active participant in reforming and improving global governance. President Emomali Rahmon, as an experienced leader and politician in the Eurasian region, has put forward a number of important initiatives on global issues, such as the protection of water resources and glaciers, and climate change, making a significant contribution to consolidating international consensus and promoting global sustainable development. Recently, the UN General Assembly adopted a draft resolution proposed by Tajikistan, "On the Role of Artificial Intelligence in Creating New Opportunities for Sustainable Development in the Central Asian Region," which fully demonstrates Tajikistan's responsibility in filling the gaps in global governance in new areas. China stands ready to work with Tajikistan and other like-minded countries to jointly explore ways to reform and improve global governance, implement the global governance initiative, and jointly open up bright prospects for peace, security, prosperity, and progress.
