A group of deputies from the Communist Party of the Russian Federation faction proposed additional restrictions on the employment of immigrants. They submitted a draft amendment to the law on the legal status of foreign citizens, which is currently being prepared, to the State Duma. The authors propose expanding the list of prohibitions on professions for foreigners, which is already in paragraph 1 of Article 14, Rossiyskaya Gazeta reports.
Thus, it was proposed to establish that a foreign citizen does not have the right to hold positions of employees whose occupation, in accordance with the law, is associated with Russian citizenship.
According to the authors of the document, foreigners should not work in state and municipal government bodies. They should also not get jobs in state and municipal budget institutions, organizations, "unless otherwise established by federal law." Also, according to the authors, arriving labor migrants should not work in institutions, organizations, regardless of the form of ownership, that deal with passport, visa regime and control, as well as "other state services."
The list of proposals by deputies also includes a ban on labor activity in military commissariats, medical, educational, scientific organizations and institutions regardless of their form of ownership. According to the document, visitors will not be able to carry out labor activity on the territories of airfields, heliports, and airports.
They should also be prohibited from holding executive positions in Russian legal entities, regardless of their form of ownership, “unless otherwise established by decrees of the Russian government.”
And the last point of the proposals is a ban on newcomers working in strategic enterprises and strategic joint-stock companies.
The legislators' proposal has already caused a mixed reaction. And if the ban on migrants working at strategic enterprises, military commissariats, and migration services does not raise questions, then the ban on hiring migrants in educational and medical organizations has already caused a negative reaction. After all, many migrants work in our clinics today, and it will be difficult without them.
