In accordance with the decision of the heads of government of the Commonwealth of Independent States, the Intergovernmental Council of Road Builders is responsible for conducting international monitoring in the CIS countries. In this regard, in preparation for the next monitoring of international highways, the leadership of the Intergovernmental Council of Road Builders sent letters to the members of the Council, in whose territories the monitoring will take place. This concerns, in particular, the Ministers of Transport of the Republics of Tajikistan, Uzbekistan, Kazakhstan, as well as the head of the Federal Road Agency Rosavtodor, the press service of the CIS Executive Committee reports.
These letters state that in accordance with Article No. 2 of the Protocol on International Automobile Roads of the CIS, the decision of the meeting of the Commission on Economic Issues under the CIS Economic Council and the decision of the heads of government of the CIS, monitoring of international automobile roads passing through the territory of these countries will be conducted from June 23 to June 29, 2025. The specific route covers the cities of Dushanbe, Samarkand, Tashkent, Kyzylorda, Aktobe, Orenburg, Samara, Penza, Ryazan, Moscow, in total exceeding 5,000 kilometers. In the letter, the leadership of the MSD also asked local heads of ministries and departments to allocate their representatives to participate in the monitoring and provide assistance in its organization.
The MSD Secretariat and responsible leaders in the regions were able to organize and conduct monitoring within the established timeframe, ensuring full compliance with the planned activities.
An analysis of the results of monitoring the international highway shows that the traffic intensity in this direction is growing, which requires special attention to the condition and improvement of the road infrastructure. The increase in both passenger cars and trucks, especially trucks with trailers, emphasizes the need for regular monitoring of the road condition and timely repairs.
It is important to pay special attention to road safety along the entire route, including the territories of Kazakhstan, Tajikistan, Uzbekistan and the Russian Federation. This concerns such sections as the road from Kyzylorda to Aktobe, as well as the federal road from Penza to Moscow. Due to the increase in axle loads of vehicles, not only repairs are required, but also strengthening of the road surface to ensure its normal condition.
During the monitoring, bottlenecks were recorded using video and photography, which will allow this data to be presented to the relevant departments to eliminate the identified deficiencies. It is expected that the ministries and road administrations of the countries will take the necessary measures to improve the situation, paying attention to road safety and infrastructure development, including increasing the number of gas stations, parking lots, overnight accommodations, cafes, etc.
In order to increase the capacity of border checkpoints, especially on the borders of Kazakhstan with Uzbekistan and the Russian Federation, it is necessary to promptly resolve issues related to cargo and passenger traffic. It is important that the services involved at the borders work in a coordinated manner to reduce waiting times at the passage, since current conditions do not meet modern requirements, which leads to significant economic losses.
The situation with the separation of queues for Tajik drivers and passengers at the Kazakhstan-Russia border requires urgent attention and action. Cooperation between road workers, transport workers, customs and border services at the level of governments and intergovernmental organizations will contribute to improving the efficiency of the transport sector and, ultimately, to the development of the economy and trade of the CIS countries.
