In Moscow and the Moscow region, from September 1, 2025 to September 1, 2029, it is proposed to conduct an experiment on the introduction of additional mechanisms for registering foreign citizens and stateless persons, as provided for in an amendment recommended for adoption by the relevant State Duma committee on CIS affairs, Eurasian integration and relations with compatriots, Interfax reports.
The amendment was proposed for the second reading of the bill (No. 859523-8) submitted to the State Duma by the Government of the Russian Federation.
According to the amendment, foreign citizens participating in the experiment, when applying to an organization authorized by the city of Moscow for issues of receiving state services in the field of migration, fingerprinting and photography, register in a specialized mobile application. They provide consent to the processing of personal data, including mobile device data and geolocation, and send a message to the territorial body of the Ministry of Internal Affairs about their actual location through this mobile application.
The composition of the information in the report on the actual location is established by the Ministry of Internal Affairs in agreement with the highest officials of Moscow and the Moscow Region.
If a foreigner does not have registration in the application, an organization authorized by the city of Moscow ensures the registration of such a foreign citizen in this application.
Foreigners participating in the experiment, in the event of a change in their actual location, are required to inform the territorial body of the federal executive authority in the sphere of internal affairs about this within three working days.
Exceptions will be made in cases where they are in a hotel, a sanatorium, a holiday home, a boarding house, a tourist base, a campsite, a medical organization, a social services organization, including for persons without a fixed abode, or in an institution executing a criminal or administrative penalty.
Deregistration is carried out in the event of the absence of information on the geolocation of the subscriber device of a foreign citizen for more than three working days from the date of the last geolocation monitoring; the registration of a foreign citizen for migration purposes in a subject in whose territory the experiment is not being conducted; the departure of a foreign citizen from the Russian Federation; the death of a foreign citizen.
Foreign citizens registered at their place of residence in Moscow and the Moscow Region, Russian Federation, on the day the law comes into force, are required to contact the organization authorized by the city of federal significance Moscow to register them at the address of the organization authorized by Moscow and to report their actual location within 30 working days from the date of expiration of the period of their registration at their place of residence.
Foreign citizens who are legally in Moscow and the Moscow region on the day the law comes into force and who are not registered with the migration authorities are required to contact such an organization and register within 90 days from the day the law comes into force.
Participants Participants in the experiment are foreigners who arrived in the Russian Federation under the visa-free regime for the purpose of carrying out work activities, who are located in Moscow or the Moscow region and who have the right to carry out work activities in the Russian Federation on the basis of a patent, or without a patent, but on the basis of the law or international treaties of the Russian Federation, with the exception of citizens of Belarus, the amendment provides.
The experiment will also affect foreigners who arrived in the Russian Federation without a visa for purposes not related to employment, and foreigners temporarily staying in Moscow or the Moscow region for purposes not related to employment for a period exceeding 90 calendar days.
The following will be excluded: persons under 18 years of age; citizens of Belarus; heads of diplomatic missions and consular offices of foreign states in the Russian Federation and their family members; employees of diplomatic missions and employees of consular offices of foreign states in the Russian Federation and their family members; officials of international organizations that have concluded agreements with the government of the Russian Federation on the conditions of stay on the territory of the Russian Federation, and their family members, as well as officials of other international organizations; holders of diplomatic and service passports and other valid documents proving their identity and recognized in the Russian Federation as such, if they contain a diplomatic or service visa, as well as their family members.
If adopted, the law will come into force on September 1, 2025.
The bill has been included in the State Duma agenda for consideration in the second reading on Tuesday, May 20.
