On May 16, 2025, a meeting of the Intergovernmental Council for the implementation of the CASA-1000 regional project was held in Dushanbe, where one of the key documents, the Technical Code of the Energy System , was approved. The meeting was held in the building of the National Library of Tajikistan with the participation of representatives of all four countries involved in the project.

Technical code – the basis for interaction of energy systems
The approved Technical Code was prepared by a joint working group and represents a regulatory framework governing the technical aspects of electricity transmission between the participating countries. Its adoption is an important step towards parallel integration of the Central and South Asian power systems , the meeting participants emphasized.
Current status of project implementation
Tajikistan's Energy Minister Daler Juma reported that construction work has been completed in Tajikistan and Kyrgyzstan . In March 2025, the 500 kV Datka-Sughd high-voltage power transmission line was put into operation, which is already being used to transmit electricity between the two countries.
Work in Pakistan is planned to be completed by the end of this year, after which the project will move into an active phase of implementation in Afghanistan .
"The current progress is the result of close cooperation between participating states and international partners, including financial institutions and donor organizations," Juma noted.

About the CASA-1000 project
The CASA-1000 (Central Asia – South Asia) project aims to export surplus hydropower from Kyrgyzstan and Tajikistan to Afghanistan and Pakistan. Its budget is US$1.16 billion . The project includes the construction of 1,387 km of transmission lines and two transformer substations , which should ensure a stable electricity supply and strengthen economic interrelationships among the countries of the region.
