An international press tour for journalists from Central Asian countries and China was held in Taiynshinsky District of North Kazakhstan Region. The visit was organized within the framework of the high-quality joint construction project “One Belt, One Road” on the initiative of the central publication of China “Renmin Ribao” (“People's Newspaper”). The participants of the event visited the Kazakh-Chinese agro-industrial cluster created by the efforts of Xian AiJu Cereals Oil Industry Group Co., Ltd. (AiJu) and the Kazakh company LLP “Memolux”.
Journalists were shown the work of one of the largest agro-industrial complexes in Northern Kazakhstan, including a full cycle of processing grain and oilseeds. Media representatives from China, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan were introduced to the production facilities, technologies and export potential of the enterprise.
The project’s general director, Chinese citizen Fan Longfei, emphasized during the briefing that the cooperation began in 2015, and since 2016 the cluster has been developing within the framework of a long-term Chinese-Kazakh investment partnership.









The first link in the cluster was the Taiynsha-Mai LLP plant, built in 2016 in a record six months — from May to December. The plant processes up to 300 thousand tons of oilseeds per year, or about 1000 tons per day. It is important to note that all production lines and automated processes are equipped with modern high-tech equipment made in China that meets international standards. The main crops processed at the plant are rapeseed, sunflower and flax. Of particular value to the Chinese market is rapeseed oil, which is exported to China along with cake and meal, which are in demand in the feed industry.
In 2024, the cluster was supplemented with a new mill complex with a capacity of 300 tons of flour per day, where extra-class flour is produced. By the end of this year, the launch of the second stage of the mill, capable of processing up to 500 tons per day, is planned.






Journalists were also shown a new instant noodle production facility, the launch of which is scheduled for the near future. The design capacity is 20 tons of products per day, which will be exported to China and Central Asian countries.
In addition, a feed mill with a capacity of 1,000 tons per day began test operation. In order to ensure stable raw material supply, Memolux LLC increased its grain storage capacity to 75 thousand tons.


As Fan Longfei noted, the enterprise is not only export-oriented, but also fulfills a strategic task within the framework of the Shanghai Cooperation Organization (SCO):
"We are the official representative of Kazakhstan in the SCO in the field of grain crop expertise. Testing and certification of products intended for SCO member countries takes place here," he said. Today, 98 specialists are employed at the agro-cluster's production facilities, most of whom are local residents.
Journalists highly praised the level of automation, logistics, environmental safety and export strategy of the enterprise. A representative of the delegation of “Renmin Ribao” noted:


"The project in the North Kazakhstan region is a shining example of mutually beneficial partnership. It is a model of sustainable development and technological integration within the framework of the One Belt, One Road initiative."
The implementation of the agro-industrial project is expected to give a new impetus to the economic development of the region, increase the share of processed agricultural products in the region’s GDP, expand export potential and provide additional jobs.
