In Russia, every third labor migrant fails to pass the Russian language exam on the first try. Half of them fail on subsequent attempts, too. This was reported by TASS, citing the Russian Ministry of Education and Science.
"The Russian Ministry of Education and Science continues to systematically monitor the results of the exam. It has been established that, on average, 30% of foreign citizens fail the exam on the first try. Up to half of them fail the exam on subsequent attempts," officials said.
The department specified that the share of foreign citizens who failed the exam remains at the level that was set in May 2024 as a result of the exclusion of commercial organizations from the procedure. Before the adoption of these measures, the share of migrants who failed to confirm their knowledge averaged 3%. Since May 2024, the figure has increased to 30%.
It should be noted that the law, which prohibits the transfer of rights and obligations to conduct a comprehensive exam for migrants to third parties, came into force on December 10 last year. Previously, private companies operating on a contractual basis could conduct tests. The new procedure was initiated by the Russian Ministry of Education and Science in agreement with the Ministry of Internal Affairs and Rosobrnadzor.
At the same time, the Russian government approved a uniform cost for exams for foreigners in different cases. When obtaining citizenship, the price of the exam in Russian, as well as in history and the basics of Russian legislation, is 2.95 thousand rubles ($37.5) for each test. To obtain a temporary residence permit or a residence permit, a uniform exam is provided for at a cost of 5.9 thousand rubles ($75). When applying for a work permit or a patent, knowledge testing in the same subjects will cost 3.8 thousand rubles ($48).
