The Foreign Ministers of the member states of the Collective Security Treaty Organization (CSTO) declared the need to form a system of international information security based on the UN Charter, the principle of respect for sovereignty and non-interference in the internal affairs of states.
The statement emphasizes the importance of the steps taken within the UN, in particular the approval of the Convention against Cybercrime at the 79th session of the General Assembly. The CSTO Foreign Ministers called on all states to sign the document in October 2025 in Hanoi and ensure its prompt entry into force.
The ministers also called for the development of universal legally binding norms on other aspects of international information security, including the prevention and resolution of interstate conflicts.
In addition, the CSTO countries called for the establishment at the 80th session of the UN General Assembly of a permanent international mechanism in the field of information security, operating on the basis of consensus.
The statement also emphasizes the inadmissibility of using information and communication technologies to interfere in the internal affairs of states and destabilize the situation.
The heads of the foreign policy departments confirmed their intention to develop cooperation in the field of international information security and to interact on issues of regulating Internet communications via low-orbit satellite systems, taking into account national interests.
The adoption of the document will contribute to the creation of conditions for deepening intercultural dialogue, increasing the interest of the CIS countries in organizing and holding joint events in the field of culture, including through the exchange of experience and information, the development of creative contacts, and participation in multilateral cultural events (festivals, competitions, conferences, forums).
