The Government's resolution on the implementation of the "Open Skies" policy, aimed at liberalizing international air transportation, has entered into force in the Republic of Tajikistan. This was reported by the Civil Aviation Agency under the Government of the country.
According to the document, the previous principle of parity, according to which foreign airlines could operate a number of flights equal to those of Tajik air carriers, has been cancelled since June 12. The resolution envisages the lifting of all restrictions on the number of flights, type of aircraft, number of carriers, as well as on tariffs and route network.
As part of the new aviation policy, Turkish Airlines was the first to take advantage of the changes, increasing the frequency of flights on the Dushanbe-Istanbul route from three to five flights per week from August 1.
The resolution stipulates that the Open Skies regime applies to the international airports of Dushanbe, Khujand, Kulyab and Bokhtar. The Civil Aviation Agency is instructed to ensure access to airspace within the third and fourth degrees of freedom for all interested parties, as well as to consistently remove the remaining barriers for foreign airlines.
As emphasized in the document, antimonopoly authorities, air traffic control companies and international airports have been instructed to take measures to improve the quality of service, reduce tariffs for related services and develop the corresponding infrastructure.
A separate clause established that the previous regulatory procedure will be maintained for three years on 18 routes previously identified by the Civil Aviation Agency, after which the Open Skies policy will be applied to all routes without exception.
According to experts, the implementation of this policy will create favorable conditions for increased competition, an increase in the number of flights, a reduction in airfare prices and the attraction of additional investment in the civil aviation sector.
