A full-fledged system of cashless payments has been introduced at 56 enterprises subordinate to the Committee for Housing and Public Utilities under the Government of the Republic of Tajikistan and operating in the field of solid waste management. This was reported by the head of the Committee's Department of Settlements and Subscriber Services, Sukhrob Saidov.
According to him, the Committee is taking consistent measures to switch to digital forms of payment and modernize processes in the public utilities sector. These steps are in line with the course towards digitalization of the economy, outlined in the Decree of the President of the Republic of Tajikistan dated June 22, 2023.
"According to the Decree, from August 1, 2023, all payments for services, including utilities, for providing the population with drinking water and wastewater disposal, must be accepted exclusively by bank transfer. In this regard, the Committee gave the relevant instructions and guidelines to housing and communal services enterprises in cities and districts of republican subordination," Saidov noted.
The program covers settlements in Khatlon region (including Bokhtar, Levakant, Vakhsh, Dusti, Panj, Shakhritus, Kubodiyon, etc.), Sughd region (including Isfara, Penjikent, Kanibadam, Guliston, etc.), as well as districts of Gorno-Badakhshan Autonomous Region and the city of Khorog. In addition, the system has been implemented in districts of republican subordination, such as Rudaki, Rasht, Lakhsh, Nurobod and others.
To implement the new payment system, a server database was created, IT specialists and programmers were connected. All current subscribers were transferred to the billing accounting system. Payments are made through the mobile application "Amonatmobile" of the State Unitary Enterprise "Savings Bank of the Republic of Tajikistan "Amonatbonk".
"Each client of the enterprise has a personal account number, with which he can access the service, select the required organization and make payment online. This ensures the efficiency, transparency and security of all transactions," Saidov added.
Non-cash payments are considered an important tool for ensuring the transparency of financial transactions, increasing payment collection, replenishing the budget and eliminating corruption factors.
According to the Decree of the President of the Republic of Tajikistan “On measures to expand non-cash payments”, the introduction of digital payments is a priority in the state economic policy.
As Sukhrob Saidov recalled, in the Address to the Majlisi Oli, President Emomali Rahmon instructed to ensure a complete transition to non-cash payments in all budgetary and state institutions by the end of 2025.
“Today, in addition to utility payments, the possibility of cashless payment for electricity, public transport, traffic police services, healthcare, communications, the registry office, notaries, as well as taxes and duties has already been ensured,” the Committee representative specified.
The measures taken contribute to sustainable economic development, improvement of tax administration and creation of a modern digital infrastructure in Tajikistan.
