In Dushanbe, a regular meeting of the first session of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan of the seventh convocation was held under the chairmanship of Faizali Idizoda. During the meeting, the deputies ratified the Protocol on Amendments to the Agreement between the Governments of the Republic of Tajikistan and the Russian Federation on Cooperation in the Operation of the Sangtuda Hydroelectric Power Station-1 of July 30, 2009. This was reported to NIAT Khovar in the lower house of parliament.
The adopted amendments are aimed at improving the financial and economic situation of the national energy company Barki Tojik and ensuring the sustainable operation of one of the key energy infrastructure facilities in the country.
According to the new Protocol, the total amount of equity capital of the parties in the project is set at 847 million US dollars. The application of preferential tariffs for the supply of electricity will begin in 2025 – in the first year they will amount to 1.5 cents per kilowatt-hour. A gradual increase in the tariff is envisaged to 2.2 cents by 2032, which remains below the current level (3.168 cents).
An important part of the agreement was the extension of the investment payback period for the project from 20 to 35 years – from 2034 to 2048. According to experts, this step will redistribute the financial burden and increase the solvency of the Tajik side.
It also provides for the complete cancellation of debt accumulated until December 31, 2024, in the amount of 3 billion 257 million somoni (approximately 297 million US dollars). According to economic calculations, the total effect of implementing the provisions of the Protocol will amount to 588 million dollars in the period from 2025 to 2049.
The deputies noted that the ratification of the document is an important step in the development of Tajikistan’s energy sector and contributes to the further strengthening of the strategic partnership between Dushanbe and Moscow.
