On June 4, 2025, the eleventh meeting of the Council on Industrial Policy of the CIS Member States was held in Dushanbe, the press service of the Executive Committee of the Organization reported.
The event was organized on the eve of the meeting of the Council of Heads of Government of the CIS, which once again emphasizes the importance attached to the issues of industrial development and deepening cooperation in this area in the Commonwealth.
The meeting was attended by members of the Council and representatives of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, as well as the CIS Executive Committee, scientific and educational organizations of the CIS member states.




The Minister of Industry and New Technologies of the Republic of Tajikistan Sherali Kabir welcomed the participants of the meeting.
Deputy Minister of Industry and Trade of the Russian Federation Aleksey Vladimirovich Gruzdev informed the meeting participants about the results of the Russian Federation's chairmanship of the Council.
On behalf of the CIS Executive Committee, Deputy Secretary General of the CIS Ilkhom Tuychievich Nematov delivered a welcoming speech. He emphasized that for almost 35 years, the Commonwealth of Independent States has continued to fulfill the most important mission of deepening good-neighborly relations and interaction of states in the political, economic, humanitarian and other spheres on the principles of equal partnership and mutual benefit. I. T. Nematov noted that great importance is attached to the activities of industry councils, since they determine promising areas of further cooperation, are the main generators of ideas, new projects and make a significant contribution to the formation of the legal framework of the CIS. The Industrial Policy Council prepared and submitted for consideration by the supreme bodies of the CIS very important issues related to the development of the mining and metallurgical complex, chemical industry, oil and gas engineering, the use of natural gas as motor fuel. In 2024, the heads of government of the CIS member states approved the Concept of Cooperation in the Energy Sector and the Action Plan, which will be in effect until 2035. These documents will contribute to ensuring sustainable development of the countries’ energy potential and creating favorable conditions for cooperation in this important area.
At the meeting of the CIS Economic Council on April 29, 2025, a Set of measures to attract and stimulate the development of mutual investments within the CIS for the period up to 2030 was approved. The document was developed in connection with the initiative of the President of the Republic of Uzbekistan Mirziyoyev Sh.M. and is aimed at developing cooperation to improve the investment climate, increasing the inflow of mutual foreign direct investment into the economy of the CIS member states, and improving the efficiency of investment.
In his speech, the Deputy Secretary General of the CIS, within the framework of the Council’s activities, called for a deep analysis of existing opportunities in order to more effectively utilize industrial potential to ensure sustainable economic growth and improve the well-being of citizens of the CIS member states.
The Minister of Industry and New Technologies of the Republic of Tajikistan Sherali Kabir was unanimously elected Chairman of the Council for Industrial Policy of the CIS Member States for the next term. Having thanked his colleagues for their trust, he expressed his readiness to provide all possible assistance to the development of industrial cooperation at the Council.
The agenda of the Council meeting included a wide range of issues related to the development of cooperation in various industrial sectors.
The Council members approved the draft Concept for the digital transformation of the mining and metallurgical complex of the member states of the Commonwealth of Independent States and the Action Plan for its implementation.
Information was heard from the Director of the Department of Economic Cooperation of the CIS Executive Committee, Mikhail Evgenievich Myskin, on the implementation of the Concept for the Development of Industrial Cooperation of the CIS Member States and the Complex of Measures for the Development of Industrial Cooperation of the CIS Member States for the Period up to 2030.
Representatives of the base organizations supervised by the Council presented information on activities in 2024–2025 and plans for the upcoming period.
The approved draft documents will be submitted by the Council to the CIS Executive Committee for further consideration by the highest bodies of the CIS in accordance with the established procedure.
The next meeting of the Council is planned to be held in 2026 in the Republic of Kazakhstan in person.
At the end of the meeting, in the presence of the Council members, the Minister of Industry and New Technologies of the Republic of Tajikistan Sherali Kabir awarded Ilkhom Tuychievich Nematov with the medal “Honored Worker of Industry of the Republic of Tajikistan” for his contribution to the development of international relations in the real sector of the economy of the CIS member states.
