Employees of the Khatlon Region Department of Internal Affairs detained the chairman of the medical and social commission of the Kubodiyon district on suspicion of organizing a criminal group involving minors, the regional Department of Internal Affairs press service reported .
According to the investigation, 39-year-old Ilkhom Dzhumayev, using his official position, for the purpose of illegal enrichment involved two teenagers – born in 2008 and 2009 – in committing a series of thefts in the village of Kiyoti, rural jamoat named after Nosiri Khusrav.
In total, the suspects committed 12 episodes of theft, including the theft of 45 sheep, 27 goats, 3 bulls, jewelry and mobile phones from the homes and garden plots of local residents. The total damage caused to citizens exceeded 250 thousand somoni. The minors transferred the stolen property to Dzhumaev, receiving a reward from him in the amount of 400 to 3,000 somoni for each theft.



In addition, as established by the investigation, since 2012, Dzhumayev held the position of chairman of the medical and social commission in one of the primary health care institutions of the Kubodiyon district. Taking advantage of the trust of citizens, in five cases he received from 1,000 to 7,000 somoni for the promise of registration of disability, but did not fulfill his obligations, embezzling the funds received.
A criminal case has been opened against Ilkhom Djumaev under Articles 165, Part 4, Clause “b” (fraud using official position), 36, Part 3 (involvement in a crime), 244, Part 3 (theft), and 247, Part 3 (fraud) of the Criminal Code of the Republic of Tajikistan. A criminal case has also been opened against two minors under Article 244, Part 3.
Investigative actions are ongoing, law enforcement agencies are clarifying all the circumstances of the crimes.
