The Majilis approved in the second reading a bill that should reduce bureaucracy in the work of the police. This is being done to implement the Presidential decree of April 13, 2022 on reducing red tape in government agencies ("On measures to de-bureaucratize the activities of the state apparatus"), Tengrinews.kz reports.
One of the main changes is that the concept of "local police service" (LPS), which was created in 2016, is being removed from the laws. According to the developers, the MPS was unable to effectively perform its tasks – instead of maintaining order and preventing crime, the police often did secondary things, such as monitoring landscaping or garbage removal.
"The Ministry of Internal Affairs proposes to reorganize the MPS and the administrative police department, creating two departments on their basis: one for crime prevention and one for ensuring public safety. Each service will carry out its own direct tasks," the Majilis statement says.
The bill also contains minor changes in terms. For example, police units in transport will no longer be called linear. And military investigative bodies will be completely separated into a separate structure – they will no longer be part of territorial police bodies.
The Local Police Service (LPS) was established in Kazakhstan in 2016. It was subordinate to the executive power and the population, and its tasks included maintaining law and order, preventing crime, ensuring road safety and combating crime.
The MPS included district police inspectors and their assistants, juvenile police, school inspectors, units for the protection of women from violence, as well as environmental and traffic police.
The heads of the MPS had to report to the akims and maslikhats at least twice a year, and the district police officers – quarterly to the residents of their districts.
