Moscow Mayor Sergei Sobyanin signed a law introducing a fine of 5,000 rubles for taxi drivers who have not passed certification. The text of the law was published on the mos.ru portal, Fergana.ru reports.
Mandatory certification of taxi drivers in Moscow was introduced on March 1, 2025. The test lasts 20 minutes, and to pass it successfully, you need to answer eight out of nine questions correctly.
During certification, taxi drivers are tested for knowledge of the location of transport facilities, cultural and medical institutions, educational and sports facilities, buildings occupied by state and local government bodies. Taxi drivers must know the routes to these facilities, actions in emergency situations, and the rules for transporting passengers and baggage.
The certification can be passed free of charge, and is valid for two years. According to the Chairman of the Moscow City Duma Alexey Shaposhnikov, 160 thousand taxi drivers have already received the document on passing the certification.
It should be noted that there are many taxi drivers from Central Asian countries among those working in Moscow. In 2023, during the XI International Eurasian Forum "Taxi", it was reported that out of almost 332 thousand taxi drivers in the Russian capital, about 79 thousand are citizens of Kyrgyzstan, 7 thousand are citizens of Tajikistan, and almost 5 thousand came from Uzbekistan. In 2024, the chairman of the Moscow taxi drivers' union "Dobro" Nikolai Kodolov said that people from the region make up almost half of the capital's taxi workers. According to him, "the outflow of migrants will lead to higher prices and longer waits for a car. Taxi companies will also start having problems, because they have cars, but there will be no one to drive them."
